To address the challenge of inefficient planning and budgeting process at the local government level, promote

accountability, transparency, and good governance at the grassroots, PERL developed the Local Government

Budgeting and Reporting Toolkit.

The toolkit provides states with the medium to better manage the budget preparation, implementation and

reporting process using the National Charts of Accounts (NCOA) while building the capacity of Local

Government (LG) staff to drive the process of better public expenditure management to promote fiscal

discipline, strategic allocation of resources and efficient service delivery at the grassroots.

Currently, the tool is being deployed in Kaduna (by PERL), Ekiti (by NGF SFTAS), and Yobe (by EU PFM)

states, representing around 8% of the total number of states and 56 LGA (7%) of the 774 LGAs in Nigeria.

Against this background, we write to invite you to the launch of the FCDO - PERL Local Government

Budgeting and Reporting Toolkit.

The launch which will also provide an opportunity for stakeholders to have conversations and share

experiences on the future of Public Financial Management (PFM) reform with a focus on making better use

of scarce resources to support people-centered service delivery at the grassroots.
