This document attempts to provide a framework to assist Federal and State Governments in Nigeria to adopt a holistic approach to considering options for the appropriate lifting of any necessary restrictions in Nigeria. While recognising the peculiarity of the Federal Republic of Nigeria as one of the four federal republics in Africa, and the implications of concurrent powers both Federal and State Governments have, several case studies and learnings are drawn from African and other countries to enable decision-makers distil practices that are relevant and beneficial to the Nigerian context. An abridged Program Response Mechanism is also included as a starter for state governments.
