Like the rest of the country, Kano State is transitioning. An effective transition requires adequate information on the situation, for proper planning and results-based management. As such, the Kano State Ministry of Planning & Budget (MoPB) coordinated technical and logistics support from key partners: Partnership to Engage, Reform & Learn (PERL), United Nations Children’s Fund (UNICEF), Partnership for Learning for All in Nigerian Education (PLANE) and LAFIYA project to conduct the 2021-2022 Sector Performance Review (SPR) of the key six social sectors. These include the Education, Health, Agriculture, Water, Women & Youth and Infrastructure sectors. The process, which started mid-May with the sensitisation of key stakeholders and subsequent data collation on sector progress, culminated in a 3-day technical session held on the 13^th-15^th June 2023 in Dutse, Jigawa State.

The Permanent Secretary of the MoPB, Hajiya Lauratu Ado Diso, in her opening remark, appreciated the response of the respective sectors to the SPR process and implored their continued commitment to ensure that the review produces the appropriate status of performance that will inform government decisions on policies, plans and the state budget.

During the session, sector and citizen representatives, guided by PERL’s technical assistance, scrutinised and assessed each sector's output and outcome achievements against key performance indicators (KPIs) in the State Results Framework. The financial and institutional/organisational performance and Development Partners’ support were assessed, as well as bottlenecks in sector policies and plans implementation.

The National Programme Manager of PERL, Ifeanyi Peters Ugwuoke, was pleased to see that reform initiatives that emanated from PERL’s predecessor programme – SPARC are being sustained. He reiterated that “the SPR is happening at a crucial time when there is a lot of expectation on the new government. As such, the review will provide baseline line data and indicators for the journey ahead”.
