Delivering democratic dividends and accelerating development have been at the crux of successive government’s agendas in Jigawa State. Over the years, a cohesive approach has been adopted in translating this into concrete plans that could drive governance, for delivering public goods and services.  In 2009, the state government introduced the Comprehensive Development Framework (CDF) as the overarching policy document, providing structured guidance for the delivery of government programs and shaping the overall policy space in the state. At the expiration of the plan, a revised version was launched in 2016 with support from the then Department for International Development (DFID) now Foreign Commonwealth and Development Office (FCDO) and other donor partners. The CDF has contributed to the socio-economic development of the state, with measurable outcomes across all sectors.  As the second edition of the policy comes to an end, PERL is collaborating with donor partners to provide technical support for the development of its third iteration. Critical engagement between state and non-state actors are being held to measure the performance of the CDF II, identify critical gaps, agree emerging issues, towards setting targets for the new version. This support will ensure the continuity of crucial reforms across administrations.

At a technical session to craft pillar/sectoral objectives and outcomes held on the 20th and 21st of February 2023 at Tahir Guest Palace Kano, the Permanent Secretary of the Budget and Economic Planning Directorate (BEPD), Mallam Aminu Adamu Ringim, stressed the importance of the Development Plan and commended the contribution of all the sectors to the high performance of CDFII targets. He also appreciated the support of PERL and sector partners (including UNICEF, PLANE, LAFIYA, ESPID, WISH and ACRESAL) in the development process.
