PERL-ARC Facilitates Development of the Local Government Development Plan-Implementation Framework in Kaduna State

In 2018, the Accountable Responsible and Capable (ARC) Pillar of the United Kingdom’s Foreign, Commonwealth and Development Office (FCDO) funded Partnership to Engage Reform and Learn (PERL) Programme supported the 23 Local Government Areas in Kaduna State to review and update the Local Government Development Plans (LGDP 2018-2021). Launched in the same year, the LGDP (2018-2021) represent the first-ever successful attempt by a sub-national government to prepare development plans for all its Local Government Areas. These plans represent a concerted effort and a deliberate strategic platform for driving governance reforms from the state to the LGA level.

As part of ongoing support to further strengthen Local Governance, in November 2021, PERL-ARC supported the state to review the first LG Plans (LGDP 2018-2021) to develop updated plans (LGDP 2022-2025) for each LGA. Given the deliberate linkage to the revised State Development Plan and relevant Sector Implementation Plans, the LGDPs further strengthen the Kaduna State Government’s policy framework at both the State and Local Government levels. Building on the existing policy framework at the LG level, from Monday 6th to Sunday 12th June 2022, PERL-ARC again supported the state prepare the Local Government Development Plan Implementation Frameworks (LGDP-IF) for each of the 23 LGAs. The implementation framework is a critical driver for the effective implementation and tracking of the programmes, priorities and strategies enshrined in the 23 Local Government Development Plans (LGDP 2022 – 2025) across Kaduna’s LGAs.

The Implementation Framework outlines a clear strategy for prioritising programmes, policies and projects in the LGDPs. Recognising the programme’s contribution to local governance reforms, the Permanent Secretary Ministry for Local Government said, “As always, the Ministry is highly appreciative of the continued support of the Foreign, Commonwealth and Development Office supported Partnership to Engage, Reform and Learn –Accountable, Responsive and Capable (ARC) Programme, we are indeed very grateful.

In line with its adaptive and iterative nature as a learning programme, PERL-ARC leveraged the opportunity to share learning and experience with representatives from Kano and Jigawa States. Participants from the visiting states were encouraged to use the lessons learned to inform reforms at the LGA level across their respective states.
