The Federal Government, led by President Muhammadu Buhari in 2019, mapped out nine priorities as Key Results Areas against which to measure government performance in service delivery. The nine priorities, which cover economy, agriculture, energy, transportation, infrastructure, industrialization, education, healthcare, security, anticorruption, governance, poverty reduction and social inclusion are specified in ministerial mandates signed by respective Ministers and their Permanent Secretaries.

In an endeavour to ensure that outputs and results are effectively monitored and allow for responsive and flexible adaptation of strategies, programmes, and activities, a Central Delivery Coordination Unit (CDCU) was established in the Office of the Secretary to the Government of the Federation (OSGF) with support from the Partnership to Engage, Reform and Learn (PERL). The CDCU is tasked with the responsibility of tracking and reporting performance against the Ministerial Mandates and outcome level results, as well as building capability and strengthening coordination for delivery of the nine priorities.

To advance the process of embedding performance management processes, the CDCU is facilitating sessions with Federal Ministries, Departments and Agencies (MDAs) to align the performance framework for tracking delivery of public goods by MDAs across the nine priority areas.

The meetings, which began on Monday, 17th May 2021 for two consecutive weeks with Ministers, Permanent Secretaries, Heads of key Agencies and their technical teams, will ensure that all MDAs have better understanding of the unified Performance Management System. The sessions will also foster the harmonisation of the CDCU and MDA performance frameworks to ease performance tracking. Additionally, the outcomes of the meetings will establish the basis for the Mid-Term Ministerial Performance Review planned for September 2021.
