Vacancy for Reform Facilitators in ARC North East Offices

Job Title: Reform Facilitator (Yobe and Borno)
Reports to: Reform Manager
Location: Damaturu and Maiduguri

BACKGROUND
The Partnership to Engage, Reform and Learn (PERL) is a five-year governance programme, funded by the UK’s Department for International Development (DFID). The programme focuses support on governments, citizens, and evidence-based advocacy. PERL provides assistance to governments in the core areas of policy development and implementation. This is done by assisting them in tracking and accounting how these policies, plans and budgets are used in delivering public goods and services to promote growth and reduce poverty to the citizenry. The PERL programme is being delivered through three ‘pillars’: Pillar 1. Accountable, Responsive & Capable Government (ARC); Pillar 2. Engaged Citizens (ECP); and Pillar 3. Learning, Evidencing and Advocacy Partnership (LEAP). The programme works at the federal level, in the partner states of Kano, Kaduna and Jigawa, and through regional learning and reform hubs in the South West, South East and North-East areas of Nigeria.

The ARC pillar supports government stakeholders at various levels to become more effective at managing resources to address key service delivery and policy issues. ARC contributes to Nigerian‐led processes, progressively improving the core capability of government partners to effectively manage their resources, to provide more responsive and accountable services to Nigerian citizens. Areas of reforms in Yobe and Borno States include: public finance management, service delivery (with a focus on health, education and water sectors), civil service reconstruction, policy and strategy, ease of doing business and coordination of recovery efforts.

PERL-ARC is currently active in Borno and Yobe States and will progressively expand its coverage to Adamawa State. ARC is seeking dynamic, dedicated and results-driven individuals to assume the role of Reform Facilitator in any of the two State offices – Yobe and Borno.

RESPONSIBILITIES
The role of Reform Facilitator is to provide strategic advice for state activities and effective management of specific state technical work. She/he will be accountable for:

  • Facilitating improved governance, resource management and service delivery within the state through the provision of technical support in PERL’s areas of expertise;
  • Maintaining strategic relationships with government counterparts and other relevant stakeholders, including federal, state and local governments, civil society, other reform programmes and development partners;
  • Facilitating and delivering state governance reform activities whilst ensuring governance reforms are owned and delivered by state governments under their own agendas;
  • Identifying entry points in Adamawa State and liaising with key stakeholders to promote experience sharing and learning across Borno, Adamawa and Yobe states in areas of reforms supported by PERL;
  • Using a rapidly learning, flexible, responsive and adaptive approach to facilitating regional governance reform in the North-East;
  • Facilitating a reform outreach, knowledge management, and knowledge market approach to supporting governance reform within the region;
  • Working with the central knowledge management unit and engaging in supporting cross learning within the regions and between regional, state and federal locations, through the identification of existing networks, and the development of new peer learning platforms and locally-developed tools;
  • Record all results and analysis of intervention results/data that are stored at the hub level, with important/strategic findings (lessons learned, best practices, evidence base) shared with ARC Central MEL and KM units;
  • Implementing work plans and budgets; oversee the effective implementations of planned activities to the highest results and in a timely manner, working with consultants to deliver high quality documentation and other materials as needed;
  • Working in close collaboration with reform advisors, reform facilitators and short term advisory support to delivery quarterly reports and other knowledge management products;
  • Sharing regular information and working in synergy with the team of the Engaged Citizens Pillar (ECP) and Learning, Evidencing and Advocating Pillar (LEAP) of PERL;
  • Undertaking monitoring of implementation and overseeing result tracking for state activities;
  • Reporting on technical areas and liaising with reform management where applicable;
  • Working collaboratively with development partners and donors who are working in similar sectors in the region, identifying opportunities for collaboration to expand impact and avoid duplication of work;
  • Supporting the administrative and logistical arrangements for the implementation of program activities;
  • Assisting the Reform Manager and the North East Hub team with other tasks as needed.

REQUIREMENTS:
The individual we are looking for will have:

  • Degree or its equivalent in social sciences or any relevant field from a recognized institution of higher education;
  • 5 years experience of managing change in the public sector and a strong track record of delivering results on complex multi-component programmes;
  • Experience of advising successful reform interventions and evidence of good working relations with relevant state governments;
  • An ability to manage relationships and a sound understanding of institutional change in complex environments;
  • Experience in Nigeria and in at least one of the relevant states and extensive networks in the North East;
  • Cultural sensitivity and a good understanding of the political economy of Nigeria and in the North East in particular;
  • An understanding of post-conflict and recovery environments;
  • Experience of working in diverse teams;
  • An excellent understanding of financial and technical delivery, monitoring and evaluation of programme impact and reporting against results;
  • Excellent written/oral communication skills. Ability to converse in Hausa or Kanuri languages, preferred;
  • The ability to travel regularly across the region, to Northern states and to Abuja.
